It provides a visual to help your child to see they are just doing repeated addition and have to count on by 3. The child can count the groups and that can tell you what the answer is. Tell the child the answer is 9 what could the question be? The child should tell you 3 x 3 = 9 and you can continue until your child is quicker and accurate consistently in their responses.
